Two kinds of decision
Operations belong to the campaign-planning layer. Tactical missions are the battles where you directly control the squad. The right choice in one layer can still create pressure in the other.
Use this distinction in guides
Explain the opportunity cost before describing the reward. Players need to know why they should take an operation now, not just what the button does.
